Ma. Ana Oliveros was born in Quezon City on December 2, 1954. She graduated from the Ateneo de Manila University in 1978 with a degree in Management Engineering.
Before she was appointed president of the Social Housing Finance Corporation (SHFC), Oliveros was the Head of the Policy and Program Division of the Presidential Commission for the Urban Poor (PCUP) in 1986 then became the Asst. Regional Director for Luzon of the same agency in 1987. She became a member of the HUDCC-PCUP Task Force on the CMP in 1988. Oliveros also became president of various organizations such as the Philippine Undertaking for Social Housing, the CMP Congress and was the executive director of the Foundation for the Development of the Urban Poor (FDUP).
Oliveros is also affiliated with several pro-poor organizations like the Asian Coalition for Housing Rights, Freedom to Build, Philippine Misereor Partnership, Peace and Equity Foundation, Philippine Undertaking for Social Housing and the Philippine Action for Community-Led Shelter Initiatives.

Evasco was born in Maribojoc in Bohol province on March 29, 1944. He finished his AB philosophy and theology in Seminario Mayor de San Carlos in Cebu City in 1966 and 1970, respectively. He finished his masters in Ateneo de Davao University.
He is the incumbent Secretary of the Cabinet of the Duterte's administration. Before he was appointed as the Cabinet secretary, he was the Mayor of Maribojoc town in Bohol from 2007-2016. He was an ordained priest, being ordained in 1970, when he joined the Communist Party of the Philippines and its armed wing New People’s Army in 1974.
He was appointed as the HUDCC chair by President Duterte on December 5, 2016.
