Social Housing Finance Corporation (SHFC) has signed a memorandum of understanding (MOU) with the local government of Lucena, opening the door for a more dynamic collaboration in delivering quality and community-driven shelter solutions in the city.

The agreement was signed by SHFC President Atty. Arnolfo Ricardo B. Cabling and Mayor Roderick A. Alcala during the 1st BALAI (Building Adequate, Livable, Affordable and Inclusive Filipino Communities) Bayanihan Convention held at the Crowne Plaza Manila Galleria in Ortigas Center, Quezon City on November 12.

Under the MOU, the city government of Lucena will identify project sites to be piloted by SHFC either through land refinancing, vertical housing, farm lot housing, and sectoral housing. To implement the program, the local government will identify and certify the list of qualified informal settler families (ISFs) who would avail of the loan and identify a task force that will facilitate SHFC’s socialized housing projects.

Lucena will also provide logistical support during the course of the social preparation and project development, and expedite the processing of documentary requirements necessary for the approval of the projects.

For its part, SHFC will assess the viability of identified sites and finance the socialized housing initiatives of the LGU. To speed up documentation processing, the agency will liaise with other government agencies and assign personnel who will assist in project development of shelter programs.

The MOU also calls for SHFC to establish a feedback mechanism on the status of all housing projects by the LGU and assist in the resolution of issues regarding recalcitrant ISFs, including substitutions of member-beneficiaries of community associations.
